Programme Officer, NHS Employers

The vacancy
The Pay, Reward and Employment Relations directorate is responsible for a programme of work that through partnership working with trade unions and employers, and other national stakeholders. The work of the directorate ensures that national pay and contractual provisions are implemented correctly and consistently by NHS organisations and that employers’ views on matters relating to pay, contracts and pensions are represented at national level.
We have two exciting opportunities to join the Medical Pay & Reward team or the Job Evaluation team with NHS Employers.
As a Programme Officer in the Medical Pay & Reward Team or the Job Evaluation team you will:
- Provide secretariat support for national meetings, including diary coordination, circulating confidential papers, minutes and action tracking.
- Responsible for answering queries from employers from our mailboxes in an accurate and timely way, providing excellent customer service.
- Responsible for the maintenance of the team’s section of the NHS Employers website. This will involve amending and updating the website as required.
- Raise purchase orders, log invoices and support budget tracking.
- Keep the team’s quarterly work plan and project plans up to date
- Coordinate internal and external meetings, forums and workshops, including logistics, agendas and minutes.
- Support the creation of programme resources such as case studies, blogs and infographics.

Senior Policy & Delivery Manager, The NHS Alliance

The vacancy
We are seeking a Senior Policy & Delivery Manager to join the NHS Alliance, leading our Primary Care Network policy programme and strengthening and amplifying the voice of primary care both within the NHS Alliance and nationally. This is a fast‑paced, member‑facing role, offering the opportunity to learn, grow and develop within a supportive team.
About the role
You will play a pivotal role in shaping national primary care policy and delivering programmes that support members across general practice, community pharmacy, dentistry and optometry. Reporting to the Assistant Director of Primary Care, you will work closely with the Network Director, wider team and partners to influence policy, deliver high‑impact, improvement‑focused projects, and strengthen the Network’s reach and impact.
This is a fast‑paced, member‑facing role where you will have line management responsibility for team members, as well as leading and managing projects across matrix teams. Alongside helping to set the policy agenda and leading high‑profile pieces of work, you will also support the delivery of conferences, undertake visits to members across the country, and present at national events.
You will support the Assistant Director in ensuring robust programme management across the network, working directly with members to inform influencing activity and the improvement work delivered by the network, both independently and in partnership with other organisations.
You will lead policy development and influencing activity, ensuring the Network provides credible, timely insight to national stakeholders while reflecting the experiences and priorities of members.

The vacancy
We’re looking for someone who can drive engagement with the NHS Staff Standards, support employers with practical tools and guidance, and help shape national workforce conversations.
About the role
You will support employers across the NHS to implement and embed the Staff Standards through signposting, practical guidance and the sharing of good practice approaches to local implementation, aligned to the 10 Year Health Plan and other relevant national policies.

Pay and conditions
Annual leave
Entitlement
Our holiday year runs from 1 April to 31 March. All employees are entitled to 30 days holiday per annum, this is pro rated for part time employees.
Office closure days
Up to 4 days of your annual leave will be used to close down the office between Christmas and New Year.
Buying and selling annual leave
In February each year we offer staff the opportunity to buy or sell up to one working week’s leave, terms and conditions apply.
Death in service
This benefit is available to all permanent and fixed term employees.
The benefit is four times annual salary.
Pay
Our pay structure will be included in your welcome pack sent with your contract of employment. Salaries are paid monthly on the 25th of the month. If the 25th falls on a weekend or bank holiday, you will be paid on the preceding Friday.
Payroll giving
Payroll giving is a flexible scheme which allows anyone who pays UK income tax to give regularly and on a tax-free basis to the charities and good causes of their choice. We are registered with the Charities Trust who administer the scheme for us.
Pensions
We offer a group stakeholder pension plan administered by Scottish Widows. You will be automatically enrolled onto the scheme after 60 days of employment with us if you meet the criteria. We will contribute 6 per cent of basic pay providing that you contribute 3 per cent of your basic pay.
If you are currently a member of the NHS Pension Scheme and have not had a break in contributions for more than 12 months, you can continue with that scheme for up to five years from joining the organisation.

Counselling support is offered through our occupational health service subject to criteria.
Employer-supported voluteering
We recognise that volunteering benefits our communities, staff and the organisation. Our employees value the opportunity to carry out volunteering activities and as an employer we want to support them to do so.
Our Employer supported volunteering policy allows staff up to two days paid leave per year (pro rata for part time staff) to undertake volunteering activities.
Eye tests
We will cover the cost of your annual eye test and should you require glasses specifically for VDU use we will contribute a maximum of £50 towards these.
Any costs towards eye tests and glasses can be claimed back through the expenses procedure.
